Vybe API v0.2.13 Now Live

Vybe API v0.2.13 adds hourly granularity to token holder time series, whale/size divisions, and improved pipeline performance for holder analytics.
- Token holders time series route now accepts hourly, and returns divisions (whale, etc.)
It also uses a better stored GCS table. We are hopeful that it will maintain its speed, and it allows us to deprecate some old pipelines.
